The problem
So, yesterday I was doing some work on a WordPress Site that I will be launching soon, and the Wheel of Death came up:
I experienced something similar a few years ago I had the same issue, that was when I was assisting with a company that was charging a fortune for the privilege of them providing a paid for theme. They weren’t that interested in helping fix the particular issue.
But, hey, that’s in the past, in this instance I am using the theme Twenty Seventeen. The new theme from wordpress. I tried adding the media in a post, nothing, so decided to try the Media in the left hand task bar, still nothing.
The resolution

To fix the issue what I had to do was delete the theme I had been working and and reinstall it. Thankfully this fixed the issue I was coming up with and the files were now there. It also remembered the changes to the theme that I made as well.
I did find some quite wonderful ways of fixing the issue, but these meant having to mess about in the core code, which I don’t mind, but we shouldn’t have to, and those fixes may get over written when you update your WordPress Site.
